"type":"text","title":"From%20%26ldquo%3Bcriminal%26rdquo%3B%20to%20doctor%20in%20criminal%20justice","body":"%3Cp%3E%3Cdiv%20id%3D%22yui_3_2_0_1_13365671336862461%22%3E%0A%3Cdiv%20align%3D%22center%22%20class%3D%22yiv1285838162MsoNormal%22%3E%3Cstrong%3E%3Cbr%2F%3E%3C%2Fstrong%3E%3C%2Fdiv%3E%0A%3Cdiv%20align%3D%22center%22%20class%3D%22yiv1285838162MsoNormal%22%3E%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3ELast%20May%204%2C%202012%2C%20I%20marched%20in%20the%20graduation%20ceremonies%20of%C2%A0%3Cspan%20class%3D%22yiv1285838162yshortcuts%22%20id%3D%22yiv1285838162lw_1336426049_1%22%3EMichigan%20State%20University%3C%2Fspan%3E%C2%A0in%20East%20Lansing%2C%20Michigan.%C2%A0%20Pending%20the%20successful%20defense%20of%20my%20dissertation%2C%20I%20will%20receive%20a%20doctoral%20degree%20in%20criminal%20justice.%C2%A0%20From%20a%20maligned%20ex-detainee%20in%20one%20of%20the%20most%20crowded%20jails%20in%20the%20Philippines%2C%20I%20will%20be%20called%20%E2%80%9CDr.%20Narag%2C%E2%80%9D%20with%20specialization%20in%20prison%20administration.%C2%A0%20I%20wish%20to%20share%20my%20story%20as%20testimony%20to%20the%20triumph%20of%20the%20human%20spirit.%20%C2%A0It%20is%20a%20testimony%20of%20God%E2%80%99s%20love.%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3E%C2%A0%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%20id%3D%22yui_3_2_0_1_13365671336862460%22%3EI%20was%20once%20accused%20of%20a%20crime%20I%20did%20not%20commit.%C2%A0%20I%20was%20accused%20of%20murder%20for%20the%20death%20of%20an%20equally%20promising%20young%20man%20few%20months%20prior%20to%20my%20bachelors%E2%80%99%20graduation%20in%20the%20University%20of%20the%20Philippines.%C2%A0%20From%20May%2024%2C%201995%20until%20February%2028%2C%202002%2C%20I%20was%20arrested%20by%20the%20police%2C%20prosecuted%20in%20the%20courts%20and%20put%20behind%20bars%20in%20Quezon%20City%20Jail.%C2%A0%20Then%20only%2020%20years%20old%2C%20I%20was%20na%C3%AFve%20to%20the%20harsh%20realities%20of%20this%20world.%20%C2%A0Released%20at%20age%2027%20and%20losing%20the%20seven%20best%20years%20of%20my%20youthful%20life%2C%20I%20was%20a%20changed%20man.%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3E%C2%A0%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3ELike%20any%20emotionally%20devastated%20human%20being%2C%20I%20was%20initially%20bitter%20about%20my%20incarceration.%C2%A0%20I%20could%20not%20fathom%20why%20a%20person%20as%20idealistic%20and%20as%20innocent%20as%20I%20was%20should%20undergo%20such%20travails.%C2%A0%20I%20cannot%20comprehend%20why%20I%20had%20to%20live%20in%20a%20cell%20which%20accommodated%2030%20inmates%20instead%20of%20the%205%20that%20was%20humanely%20prescribed.%20%C2%A0I%20cannot%20understand%20why%20I%20was%20forced%20to%20live%20with%20a%20food%20subsistence%20of%C2%A0%3Cem%3Etuyo%3C%2Fem%3E%C2%A0%28dried%20fish%29%20that%20barely%20sustained%20my%20flesh.%C2%A0%20I%20cannot%20grasp%20why%20I%20had%20to%20go%20out%20of%20jail%20with%20handcuffs%20and%20the%20media%20too%20willing%20to%20proclaim%3A%20%E2%80%9CI%20was%20the%20person%20to%20be%20hanged.%E2%80%9D%20%C2%A0In%20my%20myopic%20mind%20and%20shortsighted%20understanding%2C%20I%20questioned%20God%3A%20%E2%80%9Cdo%20I%20deserve%20this%20suffering%3F%E2%80%9D%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3E%C2%A0%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3EBut%20God%20works%20in%20mysterious%20ways.%C2%A0%20He%20sent%20people%20who%20could%20serve%20as%20floater%20when%20I%20was%20about%20to%20sink%20in%20the%20sea%20of%20despair.%20%C2%A0He%20sent%20sister%20Auxi%2C%20a%20religious%20nun%2C%20who%20made%20me%20her%20assistant%20in%20her%20prison%20ministry.%20%C2%A0He%20sent%20Bobby%20and%20other%20brothers%20in%20the%20Christ%20Youth%20Action%2C%20who%20introduced%20me%20to%20the%20Bible.%20He%20sent%20the%20UP%20Pahinungod%20which%20provided%20me%20with%20the%20opportunity%20to%20be%20%26%238220%3Bfulltime%26%238221%3B%20volunteer%20in%20the%20jail.%20He%20kept%20my%20parents%20and%20sisters%20who%20steadfastly%20supported%20me%20without%20questioning%20my%20involvement%20in%20the%20crime.%20%C2%A0He%20kept%20my%20girlfriend%20whose%20advice%3A%20%E2%80%9Cbe%20a%20good%20boy%E2%80%9D%20continued%20to%20ring%20when%20the%20corrupting%20influences%20of%20the%20jail%20tempted%20me.%C2%A0%20And%20He%20gave%20Dan%2C%20my%20fellow%20accused%20and%20who%20served%20time%20with%20me%2C%20whose%20character%20was%20a%20pillar%20of%20strength%20when%20we%20were%20emotionally%20drained.%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3E%C2%A0%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3EResponding%20to%20the%20hook%20God%20gave%20me%2C%20I%20volunteered%20my%20services%20to%20the%20Jail%20Bureau.%C2%A0%20I%20taught%20in%20the%20literacy%20program%20where%20we%20introduced%20the%20basics%20of%20writing%20and%20reading%20to%20our%20fellow%20inmates.%20%C2%A0I%20worked%20as%20a%20paralegal%20coordinator%20where%20we%20monitored%20the%20cases%20of%20inmates%20who%20had%20long%20been%20overdue%20for%20release.%C2%A0%20I%20organized%20a%20bible%20study%20group%20called%20Kristo%20Okay%20sa%20Amin%20%28KOSA%29%20to%20generate%20brotherly%20love%20among%20the%20warring%20gangs.%C2%A0%20Eventually%2C%20on%20my%20fourth%20year%20of%20imprisonment%2C%20I%20became%20the%C2%A0%3Cem%3EMayor%20the%20Mayores%3C%2Fem%3E%2C%20the%20top%20position%20in%20the%20inmate%20political%20hierarchy%2C%20where%20I%20helped%20the%20warden%20in%20managing%20the%20affairs%20of%20the%20prison%3A%20of%20how%20to%20keep%20the%20jail%20surroundings%20clean%2C%20of%20how%20to%20prevent%20conflicts%20among%20the%20inmate%20gangs%2C%20of%20how%20to%20generate%20funds%20to%20keep%20the%20reformation%20programs%20going.%C2%A0%20Indeed%2C%20I%20saw%20firsthand%20the%20intricacies%20of%20managing%20a%20crowded%2C%20underfunded%2C%20undermanned%20prison%20institution.%C2%A0%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3ETherefore%2C%20instead%20of%20being%20bitter%20about%20my%20prison%20experience%2C%20as%20Father%20Tony%20Ranada%2C%20the%20QC%20Jail%20chaplain%20would%20say%2C%20%E2%80%9CI%20was%C2%A0%3Cem%3Eembettered%3C%2Fem%3E%C2%A0by%20it%21%E2%80%9D%20I%20learned%20that%20there%20was%20a%20reason%20why%20God%20sent%20me%20there%3A%20to%20tame%20my%20wild%20and%20insatiable%20soul.%C2%A0%20Prior%20to%20my%20incarceration%2C%20I%20was%20headed%20to%20the%20worldly%20and%20Machiavellian%20life%20of%20the%20legal%20profession%20where%20I%20envisioned%20myself%20to%20be%20a%20shrewd%20lawyer.%C2%A0%20%E2%80%9CNah%21%E2%80%9D%20God%20said%2C%20%E2%80%9CI%20had%20better%20plans%21%E2%80%9D%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3E%C2%A0%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3EI%20realized%20I%20was%20in%20jail%20to%20discover%20His%20undying%20love%20for%20me.%C2%A0%20I%20realized%20His%20immense%20plan%20to%20prosper%20me.%20Having%20found%20the%20reason%3A%20I%20claimed%20my%20freedom%20and%20clung%20on%20to%20His%20promise%3A%20I%20may%20be%20the%20maligned%20inmate%2C%20but%20I%20was%20spiritually%20free.%20%C2%A0I%20shall%20use%20my%20academic%20and%20intellectual%20skills%20for%20His%20greater%20glory.%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3EIn%20the%20process%2C%20I%20was%20invigorated%20to%20document%20furiously%20what%20ailed%20the%20jail%20administration%20and%20to%20understand%20why%20and%20how%20my%20fellow%20inmates%20ended%20up%20in%20jail.%20I%20also%20endeavored%20to%20understand%20why%20gangs%20engaged%20in%20violence%20and%20drug%20distribution%20and%20how%20prison%20officers%20maintained%20their%20professional%20integrity%20despite%20the%20deficiency%20in%20salaries%20and%20personnel.%C2%A0%20I%20wrote%20letters%20to%20the%20media%20and%20to%20concerned%20politicians%20and%20administrators%20to%20provide%20a%20realistic%20analysis%20of%20why%20jail%20escapes%20happen%2C%20of%20why%20inmates%20engage%20in%20riots%2C%20and%20anything%20that%20will%20portray%20a%20true%20understanding%20of%20jail%20life.%C2%A0%20Indeed%2C%20right%20in%20the%20confines%20of%20Quezon%20City%20Jail%2C%20I%20was%20introduced%20to%20the%20academic%20field%20of%20Criminal%20Justice.%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3E%C2%A0%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3EEventually%2C%20after%206%20years%2C%209%20months%20and%204%20days%2C%20I%20was%20proclaimed%20a%20free%20man.%20%C2%A0Of%20course%2C%20I%20was%20wrongly%20accused%21%20%C2%A0Immediately%2C%20I%20wrote%20a%20book%20entitled%20%E2%80%9CFreedom%20and%20Death%20Inside%20the%20City%20Jail%E2%80%9D%20about%20my%20jail%20experience%20which%20was%20supported%20by%20the%20United%20Nations%20Development%20Program%20and%20published%20by%20the%20Philippine%20Supreme%20Court.%20%C2%A0In%20his%20message%2C%20then%20Chief%20Justice%20Hilario%20Davide%20described%20my%20book%20as%20an%20%E2%80%9Ceye%20opener.%E2%80%9D%20He%20then%20used%20it%20as%20one%20of%20the%20bases%20for%20the%20wide-ranging%20Action%20Program%20for%20Judicial%20Reforms.%C2%A0%20In%20one%20unforgettable%20moment%2C%20I%20delivered%20a%20speech%20in-front%20of%20the%2015%20justices%20of%20the%20Supreme%20Court%20sharing%20them%20my%20story%20of%20incarceration%20and%20redemption.%C2%A0%20Almost%20in%20tears%2C%20one%20of%20the%20female%20justices%20approached%20me%20and%20whispered%2C%20%E2%80%9Cour%20courts%20could%20only%20express%20our%20apology.%E2%80%9D%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3E%C2%A0%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3EApologies%20accepted%21%20But%20more%20than%20apology%2C%20I%20wanted%20our%20leaders%20to%20act%20more%20in%20behalf%20of%20the%20inmates%20and%20other%20downtrodden%20people.%20%C2%A0I%20wanted%20them%20to%20develop%20a%20passion%20for%20the%20people%20they%20are%20serving.%C2%A0%20Using%20my%20extensive%20experience%20on%20how%20the%20inefficacy%20of%20the%20prison%20records%20lengthen%20the%20stay%20of%20inmates%20in%20jail%2C%20and%20inspiring%20a%20group%20of%20computer%20programmers%2C%20we%20came%20up%20with%20a%20Simplified%20Inmates%20Records%20System%20%28SIRS%29%20that%20computerized%20the%20inmates%E2%80%99%20carpeta.%C2%A0%20We%20also%20developed%20a%20Detainees%20Notebook%2C%20where%20inmates%20can%20self-monitor%20their%20own%20cases.%C2%A0%20These%20efforts%20to%20de-clog%20the%20jail%20were%20eventually%20noticed%20by%20the%20Quezon%20City%20government%3B%20which%20awarded%20me%20the%20Outstanding%20Citizen%20Award%20in%202005.%20Three%20years%20after%20treated%20a%20lowly%20inmate%20in%20Quezon%20City%20Jail%2C%20I%20was%20honored%20as%20Quezon%20City%E2%80%99s%20model%20citizen.%20%C2%A0God%20be%20the%20glory.%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3E%C2%A0%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3EBut%20when%20it%20rains%2C%20it%20pours.%C2%A0%20My%20representation%20about%20the%20penal%20situation%20brought%20me%20everywhere.%20Eventually%2C%20I%20was%20chosen%20as%20one%20of%20the%2010%20Fulbright%20Scholars%20in%20August%202005.%20I%20was%20sent%20to%20Michigan%20State%20University%20for%20a%20Masters%20Degree%20in%20Criminal%20Justice.%20%C2%A0For%20my%20masters%E2%80%99%20thesis%2C%20I%20studied%20the%20correlates%20of%20victimization%20among%20Filipino%20respondents.%20%C2%A0Impressed%20by%20my%20performance%2C%20the%20Department%20offered%20me%20another%20scholarship%2C%20this%20time%20for%20the%20Doctor%20in%20Philosophy.%C2%A0%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3E%C2%A0%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3EThe%20road%20to%20the%20Phd%20degree%20was%20a%20long%20and%20rigorous%20one.%C2%A0%20I%20had%20to%20burn%20the%20candles%20to%20read%20theories%20about%20crime%3B%20I%20had%20to%20stay%20in%20the%20library%20for%20long%20periods%20to%20master%20the%20methods%20of%20collecting%20data%3B%20and%20I%20had%20to%20refresh%20my%20old%20mathematical%20skills%20in%20order%20to%20understand%20statistical%20analyses.%C2%A0%20There%20were%20times%20that%20I%20almost%20gave%20up%2C%20asking%20God%20if%20I%20had%20made%20the%20right%20decision%20to%20pursue%20a%20PhD.%C2%A0%20I%20had%20two%20kids%20by%20then%20and%20they%20were%20growing%20right%20in%20my%20eyes.%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3E%C2%A0%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3EBut%20once%20again%2C%20I%20clung%20to%20God%E2%80%99s%20promise.%20I%20remembered%3A%20He%20sent%20me%20to%20prison%2C%20and%20He%20plucked%20me%20out.%20Then%2C%20there%20must%20be%20a%20reason%20why%20He%20sent%20me%20to%20a%20foreign%20shore%20just%20to%20be%20the%20%E2%80%9CFilipino%20expert%E2%80%9D%20in%20Criminal%20Justice.%C2%A0%20Indeed%2C%20He%20introduced%20me%20to%20a%20church%20family%20that%20nourished%20and%20deepened%20my%20understanding%20of%20His%20Word.%C2%A0%20In%20my%20spiritual%20growth%2C%20I%20realized%20that%20any%20efforts%20to%20improve%20a%20justice%20or%20social%20system%20must%20be%20based%20on%20the%20foundation%20of%20truth%20and%20love.%20%C2%A0And%20I%20used%20this%20biblical%20concept%20to%20guide%20my%20future%20efforts%20to%20improve%20my%20country%E2%80%99s%20justice%20system.%C2%A0%20Indeed%2C%20after%20seven%20years%2C%20the%20same%20length%20of%20time%20I%20spent%20in%20jail%2C%20I%20am%20done%20with%20my%20masters%20and%20PhD%20degrees.%C2%A0%C2%A0%20%C2%A0%C2%A0%C2%A0%C2%A0%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3E%C2%A0%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3EI%20marched%20tall%20and%20proud.%C2%A0%20I%20marched%20to%20say%20thank%20you%20for%20all%20those%20who%20kept%20and%20continue%20to%20keep%20the%20faith.%C2%A0%20I%20will%20reiterate%3A%20Hang%20on%20and%20never%20give%20up.%C2%A0%20I%20marched%20to%20declare%20that%20everybody%20commits%20a%20mistake%20and%20it%20is%20important%20to%20learn%20and%20grow%20from%20it.%C2%A0%20I%20marched%20to%20be%20a%20testimony%20to%20the%20triumph%20of%20the%20human%20spirit%20in%20the%20face%20of%20seemingly%20unending%20odds.%20%C2%A0But%20most%20importantly%2C%20I%20marched%20as%20a%20proclamation%20of%20God%E2%80%99s%20love.%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3E%C2%A0%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3ERaymund%20E.%20Narag%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3EEast%20Lansing%20Michigan%3C%2Fdiv%3E%0A%3Cdiv%20class%3D%22yiv1285838162MsoNormal%22%3EMay%204%2C%202012%C2%A0%3C%2Fdiv%3E%0A%3C%2Fdiv%3E%0A%3Cdiv%3E%C2%A0%3C%2Fdiv%3E%0A%3Cdiv%20id%3D%22yui_3_2_0_1_13365671336862467%22%3E%3Cspan%3ERaymund%20E.%20Narag%3C%2Fspan%3E%3Cbr%2F%3E%3Cspan%3ESchool%20of%20Criminal%20Justice%3C%2Fspan%3E%3Cbr%2F%3E%3Cspan%3EMichigan%20State%20University%3C%2Fspan%3E%3Cbr%2F%3E26%20Baker%20Hall%3Cbr%2F%3EEast%20Lans
